Work Hours: Monday - Friday 8:00am - 5:00pm; Occasional evening and weekend hours are necessary based on department needs.

Job Summary:

Reporting to the Chief Information Officer, the Program Director of IT Projects is responsible for executing and delivering IT projects. This position is also responsible for leading a multifaceted team, ensuring strategic alignment, timely execution, and achievement of project deliverables within constraints.

Primary Duties and Responsibilities:

Essential Performance Requirements*
Leads multiple related projects employing project management methodologies, tools, and frameworks
Establishes a comprehensive project plan encompassing task assignments, dependencies, and status updates for all projects within the program(s)
Collaborates closely with project teams to meet task completion deadlines, deliverables, and milestones upholding high-quality standards
Proactively identifies and manages risks, scope changes, issues, and decisions while executing resolution and mitigation strategies
Monitors project metrics and milestones, delivering regular progress reports
Tracks progress towards goals, key performance indicators, and critical success factors for all managed programs
Conducts status meetings and communicates project updates to stakeholders regularly
Acts as the primary point of contact for stakeholders, addressing their concerns and queries
Manages change requests, including documentation and impact assessments
Fosters effective communication and collaboration within the project team and with stakeholders
Ensures project delivery within the defined scope, budget, quality standards, and timeline
Reviews and approves deliverables from implementation and advisory partners

General Supervision and Management
Directs the team, which includes project managers, business analysts, technical leads, and subject matter experts
Coordinates work and provides direction to project team members
Provides leadership and supervision for assigned team members
Mentors project team members and provides guidance on best practices

Service Excellence
Participates on behalf of the College in external community organizations and associations
Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
Pursue skill advancement and contribute to the College.
Completes all required training and professional development sessions sponsored through the Tarrant County College (TCC) Institute
Supports the mission, values, goals, and principles of the College

Supervision
Works under the general supervision of the Chief Information Officer

Required Minimum Qualifications:

Bachelor's degree
Five (5) years' working experience directly related to the Essential Performance Requirements
Three (3) years' experience supervising (e.g., managing, evaluating the performance of others; leading projects or processes)
Current Project or Program Manager certification, such as Project Management Professional (PMP), Program Management Professional (PgMP), Portfolio Management Professional (PfMP), Agile Certified Practitioner (ACP), Certified Scrum Master (CSM), Project+, Continuing Professional Development (CPD), Professional in Project Management (PPM), PRINCE2, Management of Portfolios (MoP), or Managing Successful Programmes (MSP)

Preferred Qualifications:

Master's degree
At least one (1) year's working experience in higher education related to the Essential Performance Requirements
At least one (1) year's working experience managing a portfolio of IT projects
Current Information Technology Infrastructure Library (ITIL) 4 certification

Knowledge, Skills and Abilities:

Knowledge of project management methodologies and how to efficiently allocate resources, including manpower, materials, and time
Knowledge of how programs and projects align with organizational goals and objectives
Knowledge of budgeting, cost management, and financial reporting
Knowledge of risk assessment tools and methodologies, and mitigation strategies
Knowledge of industry-specific regulations, standards, and best practices
Knowledge of quality standards, metrics, and procedures
Knowledge of project management software and tools, and general IT infrastructure
Skilled in oral, electronic, and written communications for reporting, documentation, and stakeholder engagement
Skilled in using project management tools such as MS Project and Jira
Ability to inspire and guide teams toward common goals
Ability to collect and analyze data, and provide sound recommendations based on policy, procedure, practice, and existing regulations in a timely manner
Ability to manage deadlines, schedules, and priorities
Ability to identify and resolve issues that arise during project execution
Ability to negotiate with stakeholders, vendors, and team members
Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied, and unpredictable in scope and volume
Ability to see the big picture and plan steps to achieve long-term goals
Ability to stay calm under pressure and navigate through crises effectively
Ability to delegate work appropriately to faculty and staff to meet College and campus deliverables

While performing the duties of this job, the employee occasionally works near moving mechanical parts and is occasionally exposed to risk of electrical shock. The noise level in the work environment is usually quiet.
