Job Summary:

Reporting to the Director of Application Development, the Manager of Application Development analyzes, develops, and provides oversight for the software needs of the District and manages a staff of programmers.

Primary Duties and Responsibilities:

Essential Performance Requirements*
⦁ Works with customers on the feasibility and design of new applications as well as new functionality for existing applications
⦁ Designs, develops, and maintains custom applications, integrations, and modifications
⦁ Leads, supports, manages, supervises, and evaluates the daily workflow of application programming staff; hires, trains, and schedules staff as needed
⦁ Assures that all applications meet security and usability guidelines
⦁ Tests application software for accuracy and completeness based on users' specifications
⦁ Verifies all documentation for accuracy and completeness
⦁ Manages and maintains an application development environment

General Supervision and Management
Leadership of a programming staff

Service Excellence
⦁ Participates on behalf of the College in external community organizations and associations
⦁ Completes all required training and professional development sessions sponsored through Tarrant County College (TCC)
⦁ Supports the mission, values, goals, and principles for the College
⦁ Attends the workplace regularly and follows a work schedule to keep up with the demands of the worksite

Supervision
Works under the general supervision of the Director of Application Development

*Performs Other Related Tasks as Required

Required Minimum Qualifications:

⦁ Bachelor's degree and three (3) years' working experience related to the essential performance requirements
⦁ Two (2) years' experience supervising (e.g., managing, evaluating the performance of others)

Preferred Qualifications:

⦁ At least one year's working experience programming in C# and .NET
⦁ At least one year's working experience writing code in the Visual Studio programming environment
⦁ At least one year's working experience deploying solutions through Azure and DevOps
⦁ At least one year's working experience manipulating databases using SQL or PL/SQL
⦁ At least one year's working experience developing solutions that utilize the Microsoft Power Platform
⦁ At least one year's working experience in a Higher Education IT environment

Knowledge, Skills and Abilities:

⦁ Knowledge of application development methods and technology
⦁ Skilled in excellent customer service and interpersonal skills
⦁ Ability to establish and maintain effective work relationships
⦁ Ability to read, analyze, and interpret technical, financial and legal documents and records
⦁ Ability to present information effectively to internal/external contacts, such as students, staff, supervisors, vendors, auditors, and board members
⦁ Ability to work effectively in a collaborative environment
⦁ Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied, and unpredictable in scope and volume.
⦁ Ability to analyze data and provide sound recommendations based on policy, procedure, practice, and existing regulations.
⦁ Ability to delegate work appropriately to staff to meet College and campus deliverables.
⦁ Ability to use computer applications and enterprise systems, including proficiency with word processing, spreadsheet, and presentation software

Work Environment

While performing the duties of this job, the employee occasionally works near moving mechanical parts and is occasionally exposed to risk of electrical shock. The noise level in the work environment is usually quiet.
