Job Summary:
Reporting to the Chief Operating Officer, the Chief Technology Officer (CTO) serves as the senior leader responsible for aligning the College’s technology strategy and operations with the mission, vision, and strategic priorities of Tarrant County College District.
The CTO provides district-wide leadership for enterprise technology, including enterprise resource planning (ERP), technology acquisition and deployment, and the design, implementation, and governance of Information Technology (IT) systems, processes, and policies. This role ensures the delivery of reliable, innovative, and secure technology solutions that support institutional effectiveness, student success, and operational excellence.
With responsibility for IT fiscal stewardship, the CTO oversees technology investments and the IT budget, ensuring resources are strategically allocated to maximize value and performance. The CTO also serves as co-lead for the College’s Data Governance initiative, advancing data integrity, accessibility, and informed decision-making across the institution.
This executive role is accountable for maintaining robust cybersecurity and risk management practices while fostering a culture of continuous improvement. The CTO champions modern, scalable technology solutions and drives IT’s role as a strategic partner—enhancing communication, collaboration, and results across the College District.
Primary Duties and Responsibilities:
⦁ Provides strategic leadership for all aspects of enterprise technology, including academic and administrative computing, instructional technology, networking, distance learning, accessibility, artificial intelligence, cybersecurity, and the effective integration of technology into teaching and learning.
⦁ Builds, leads, and develops a high-performing team of technical and functional professionals, fostering a culture of accountability, innovation, operational excellence, and exceptional customer service; provides executive oversight of enterprise resource planning (ERP) strategy and implementation.
⦁ Drives continuous improvement by establishing clear performance expectations, ensuring adherence to processes and standards, and identifying opportunities to enhance efficiency, effectiveness, and user experience.
⦁ Develops, maintains, and advances the College’s IT Strategic Plan and IT Work Plan in alignment with institutional priorities; collaborates with the IT Steering Committee and Cabinet to ensure a cohesive, forward-looking technology strategy.
⦁ Partners with executive and campus leadership to ensure technology systems, applications, and services effectively support the College’s mission, operations, and student success outcomes; proactively identifies and advances innovative solutions that improve performance and optimize costs.
⦁ Leads comprehensive budget planning and financial stewardship for the IT division, including enterprise initiatives, infrastructure, and lifecycle management; ensures responsible oversight of all fiscal resources.
⦁ Ensures compliance with evolving federal and Texas laws and regulations related to technology, data privacy, cybersecurity, and artificial intelligence, including requirements governing the ethical use of AI, implements governance, risk management, and compliance processes to safeguard the institution.
⦁ Evaluates and recommends technology investments, including hardware, software, and professional services, ensuring alignment with institutional needs, technical standards, and cost-effectiveness; oversees vendor performance and contract delivery.
⦁ Establishes and enforces policies and standards governing the use, security, licensing, and procurement of technology and telecommunications systems.
⦁ Provides clear, concise, and strategic reporting to the Chancellor, Cabinet, and Board of Trustees to support informed decision-making.
⦁ Champions a security-first culture by embedding cybersecurity awareness, risk mitigation, and best practices across the institution while enabling business and academic innovation
General Supervision and Management
⦁ Provides executive leadership and direction to the District’s IT teams, overseeing the successful implementation of enterprise-wide technology initiatives, including large-scale, complex projects.
⦁ Develops and strengthens the knowledge, skills, and abilities (KSAs) of IT leadership through coaching, performance management, and targeted professional development; evaluates leadership effectiveness and ensures consistent adherence to Board policies, administrative procedures, and regulatory requirements.
⦁ Cultivates and reinforces a high-performance culture grounded in accountability, trust, customer service, continuous improvement, and organizational transformation.
⦁ Applies sound business and risk management principles to vendor partnerships and contracts, ensuring favorable outcomes, accountability, and alignment with institutional goals.
⦁ Establishes the tone and expectations for the IT division, fostering a respectful, collaborative environment and a strong service orientation in all interactions across the College.
⦁ Communicates a clear vision and priorities that motivate teams, drive engagement, and deliver measurable results.
⦁ Sets strategic priorities and translates them into actionable, well-structured initiatives and sub-projects, ensuring progress is tracked and outcomes are achieved.
⦁ Establishes, monitors, and communicates key performance metrics to evaluate effectiveness, drive continuous improvement, and recognize successes.
Service Excellence
⦁ Participates on behalf of the College in external community organizations and associations as assigned to support the Essential Performance Requirements.
⦁ Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite.
⦁ Completes all required training and professional development sessions sponsored through Tarrant County College (TCC) and ensures all IT staff do the same.
⦁ Supports the mission, values, and goals of the College.
Supervision
Works under the general supervision of the Chief Operating Officer.

Required Minimum Qualifications:
⦁ Bachelor's degree from a regionally accredited college or university in Technology, Computer Science, Business Management, or a related field
⦁ Ten (10) years' working experience related to the Essential Performance Requirements
⦁ Eight (8) years' experience supervising (e.g., managing, evaluating the performance of others)
Preferred Qualifications:
⦁ Master's degree from a regionally accredited college or university in Technology, Computer Science, Business Management, or a related field
⦁ Experience leading Information Technology functions within higher education
Knowledge, Skills and Abilities:
⦁ Knowledge of the latest technology, including but not limited to artificial intelligence, and how it can be applied to the College
⦁ Skilled in implementing technological initiatives
⦁ Skilled in business acumen to interpret and manage contractual terms and relationships
⦁ Skilled in supervising a professional workforce and addressing performance issues
⦁ Skilled in excellent customer service and interpersonal skills
⦁ Skilled in using Microsoft applications and enterprise systems, including word processing, spreadsheet, project, and presentation software
⦁ Ability to build effective relationships across the College and work effectively in a collaborative environment
⦁ Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied, and unpredictable in scope and volume
⦁ Ability to analyze data and provide sound recommendations based on policy, procedure, practice, and existing regulations
⦁ Ability to delegate work appropriately to staff to meet College and campus deliverables
⦁Ability to prioritize work and tasks as appropriate
⦁ Ability to ensure compliance with all governmental rules and regulations regarding IT operations including oversight for cybersecurity, and the safeguard of personally identifiable data
