Job Summary:
Reporting to the Purchasing Manager, the Technology Buyer serves as the primary contact person for all technology purchased by the IT, IS, IREP, Technical Services and Media Services departments. This position provides leadership in sourcing and procuring technology related goods and services for TCCD and coordinates all approved technology purchases for the campuses and other district offices.
Primary Duties and Responsibilities:
Essential Performance Requirements*
⦁ Serves as point of contact for approved technology vendor purchasing, receiving, installation and invoicing
⦁ Serves as point of contact for district staff regarding planning for technology budgets, vendor selection according to technology standards, and inventory control of purchased items
⦁ Performs within the ethics and guidelines of Texas Laws and TCC Policy
⦁ Determines method of procurement such as direct purchase, bid, request for proposal, request for quote or other applicable process
⦁ Reviews bids/proposals and negotiates contracts within scope of authority and prepares purchase orders
⦁ Works closely with user groups, key stakeholders, and requisitioners understanding that customer service is a priority

⦁ Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
⦁ Completes all required training and professional development sessions sponsored through Tarrant County College (TCC)
⦁ Supports the mission, values, goals, and principles of the College
Supervision
⦁ Works under the general supervision of the Purchasing Manager

Required Minimum Qualifications:
⦁ Bachelor's degree in Business Administration, Finance, Accounting, or related field and six (6) years of purchasing experience or related field; or any equivalent combination of education and/ or working experience
Preferred Qualifications:
⦁ Current National Institute of Governmental Purchasing Certified Professional Public Buyer designation, comparable State of Texas professional certifications or designations, or advance relevant degrees
⦁ At least one (1) year's working experience in purchasing materials, sourcing or governmental or educational environment
⦁ At least one (1) year's working experience directing bid evaluations or supplier proposals and coordinate technical evaluations and recommendations
⦁ At least one (1) year's working experience in leading, submitting, and soliciting procurement packages in compliance with applicable regulatory requirements
⦁ At least one (1) year's working experience writing proper IFB, RFI, RFP, RFQ bid documents for Construction services and qualifications
⦁ At least one (1) year's working experience developing and implementing Historically Underutilized Business (HUB) vendor outreach and education
Knowledge, Skills and Abilities:
⦁ Knowledge of basic contract law to avoid bid protests and contract claims
⦁ Skilled in excellent customer service and interpersonal relationships
⦁ Skilled using computerized applications and enterprise systems, including word processing, spreadsheet, and presentation software
⦁ Ability to work effectively in a collaborative environment
⦁ Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied, and unpredictable in scope and volume
