Job Summary:
Reporting to the Chief Human Resources Officer, the Manager of Performance Management serves as a strategic leader responsible for fostering a culture of accountability, continuous feedback, and professional growth across the College. This role leads the design, implementation, and ongoing improvement of performance management frameworks that align with institutional goals, values, and strategic priorities. The Manager partners with senior leaders, HR professionals, and managers to strengthen leadership capability, enhance employee engagement, and drive organizational effectiveness through expert guidance, training, and data-driven insights.
Primary Duties and Responsibilities:
Essential Performance Requirements*
• Leads the design, implementation, and ongoing improvement of the College’s performance management process, ensuring alignment with organizational goals, strategic priorities, mission, and values
• Acts as a trusted advisor and thought partner to leadership, HR partners, managers, and employees by providing expert guidance on performance management principles, coaching strategies, and best practices that strengthen individual and team performance
• Collaborates with the Director of Employee Relations to develop and deliver scalable training, tools, and resources that enable supervisors and employees to conduct meaningful, development-focused, and compliant performance evaluations
• Builds strong relationships across all levels of the organization to foster open dialogue, collaboration, and shared accountability for performance outcomes. Coaches leaders and supervisors on effective feedback, goal-setting, and employee development practices to enhance leadership capability and workforce engagement
• Assesses the effectiveness of the performance management program through data analysis, stakeholder feedback, and benchmarking; provides actionable insights and recommendations to improve process efficiency and user experience
• Ensures compliance with employment laws, regulations, and College policies, with emphasis on documentation standards, evaluation timelines, and employee data privacy
• Serves as the primary liaison with external vendors, leveraging technology to optimize system functionality, resolve issues, and recommend enhancements that streamline processes and improve usability
General Supervision and Management
• Provides leadership, coaching, and professional development opportunities to assigned staff, fostering a culture of high performance and accountability.
• Establishes clear expectations and performance measures for direct reports, supporting their growth and contribution to the College’s success.
Service Excellence
• Participates on behalf of the College in external community organizations and associations as assigned to support the essential performance requirements
• Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
• Completes all required training and professional development sessions sponsored through Tarrant County College (TCC)
• Supports the mission, values, goals, and principles of the College

Required Minimum Qualifications:
Bachelor's Degree and five (5) years’ working experience related to the Essential Performance Requirements, or an equivalent combination of education and experience
Preferred Qualifications:
• Three (3) years of working experience in higher education or large, complex organizations related to the Essential Performance Requirements
• Three (3) years of working experience using PageUp or comparable enterprise performance management system
• Three (3) years of working experience using Laserfiche and/or Colleague
Knowledge, Skills and Abilities:
• Knowledge of data visualization or analytics tools
• Skilled in excellent customer service and interpersonal skills with the ability to build and maintain effective working relationships at all organizational levels
• Skilled in written and verbal communication with the ability to present and communicate clearly and professionally
• Skilled in Microsoft Office suite applications, Teams, SharePoint, Word, Excel, Power Point, and other collaboration tools
• Skilled in facilitating learning opportunities for leaders and employees that strengthen performance and professional development
• Skilled in critical thinking and problem-solving with adaptability to manage varied and unpredictable demands
• Ability to analyze complex data, identify trends, and make sound, evidence-based recommendations in alignment with policy, procedure, practice, and applicable regulations
• Ability to manage change, implement process improvements, and deliver effective performance management strategies
• Ability to work collaboratively with executives, administrators, and cross functional teams in a fast-paced environment
• Ability to design and deliver clear, engaging, and informative presentations to multiple audiences including senior leadership, supervisors, and employees, using a variety of formats and presentation tools
• Ability to delegate work effectively while maintaining accountability to ensure timely completion of College and campus deliverables
